Israel is building up forces near the Gaza Strip for an anticipated military response to the Palestinian suicide bombing that killed 15 Israelis in a Tel Aviv suburb Tuesday. 

Israeli Foreign Minister Shimon Peres, who is visiting Italy, says operations will target what he calls "centers of terror" in a careful and measured way. He said there is no plan to conquer Gaza. 

Israeli tanks and troops have been moving to the edge of Gaza, and army reservists have been called up. Israel's recent large-scale incursions were in the West Bank, while Gaza was mostly spared. 

Since the latest suicide attack, Palestinian security forces in Gaza have arrested about 20 members of the Islamic militant group Hamas, which was blamed for the bombing. Hamas has its headquarters in Gaza. 

As the buildup was under way, a grenade or small bomb was thrown near a bank in the Israeli city of Beersheba, about 37 kilometers east of Gaza. Several people were slightly wounded. Israeli police have one suspect in custody and are looking for another. There is no word on their identities. 

Elsewhere, Israeli troops carried out search-and-arrest raids in several West Bank Palestinian towns. They arrested a local leader of Hamas in Hebron, and say they found a bomb-making factory in Tulkarm.
