May 2002 Jewish Settlements Issue Must be Resolved, says

Secretary of State Colin Powell
says the issue of Israeli settlements in the West Bank and Gaza Strip will have
to be resolved if there is to be a settlement of the Israeli-Palestinian
conflict.
In an interview with
NBC television's Meet the Press on Sunday, Mr. Powell said Israel cannot
hope to negotiate peace while building new settlements. He said both the
current and previous U.S. administrations have made that
clear.
In a separate
interview on ABC's This Week, Secretary Powell said Israel will also have to
bow to reality and deal with Palestinian leader Yasser Arafat, so long as the
Palestinian people support him.
He spoke as
Israeli Prime Minister Ariel Sharon traveled to the United States with a 100
page document that Israel says shows Chairman Arafat's direct involvement in
terrorist attacks.
Mr. Sharon has
said he will be presenting an Israeli peace plan when he visits the White House
on Tuesday for his fifth meeting with President Bush.
Mr. Sharon and Mr.
Bush are expected to discuss an international conference on Mideast peace
announced Thursday by Secretary Powell. Israel has yet to say if it will
participate in the meeting, which could take place next
month.
The Israeli leader
has made it clear that he does not view Mr. Arafat as a partner for
peace.
White House
National Security Adviser Condoleezza Rice expressed disappointment with Mr.
Arafat, during an interview with Fox Television News Sunday. Although saying
Washington does not want to be in the position of choosing who will lead the
Palestinians, Ms. Rice said she believes the current Palestinian leadership is
not the right for the creation of a Palestinian state.
