Bush
Hoping for Arms Deal with Russia

President Bush says
he hopes negotiators can forge an agreement with Russia on cutting offensive
nuclear arms before he meets with President Vladimir Putin in Moscow later this
month.
But Mr. Bush
told reporters at the presidential Camp David retreat late Friday that a lot of
work remains to be done and U.S. and Russian officials are spending a lot of
time on the matter.
Earlier Friday,
Mr. Bush met at the White House with Russian Foreign Minister Igor Ivanov, who
said there is a "very high probability" of an agreement in time for the May 23
summit.
Secretary of
State Colin Powell also met with Mr. Ivanov and said later he is encouraged but
not convinced a deal will be ready in time for the Bush-Putin meeting. He said
both sides will keep talking.
The White House
says both sides have not yet decided if the arms deal will be made though a
formal treaty or an executive agreement.
Presidents Bush
and Putin hope to cut their nuclear arsenals from six-thousand to between 1,700
and 2,200 warheads each.
