INTRO: The Arab League summit in Beirut has concluded with unanimous approval of a peace plan with Israel. V-O-A's Greg LaMotte in Beirut reports Arab nations say Israel must accept the plan if there is ever to be peace in the Middle East.

TEXT: Twenty-two Arab nations and the Palestinians unanimously approved a list of steps they say Israel must take in return for an end to the Israeli-Palestinian conflict and for normal relations between Israel and Arab countries.

They are: full withdrawal from all Arab territories occupied since June of 1967. Resolution to the Palestinian refugee situation. And, acceptance and recognition of a Palestinian state with East Jerusalem as its capital.

The peace proposal was put forward by Saudi Crown Prince Abdullah.

Arab League Secretary-General Amr Moussa said the proposal cannot be divided into parts. He said Israel must accept the proposal's guidelines in full or the peace process will end.

In addition, the Arab League approved resolutions aimed at ending tensions between Iraq and Kuwait. The two countries also agreed, on their own, to begin the process of normalizing relations more than 11 years after Iraq invaded Kuwait. (SIGNED)
