INTRO: At the United Nations today (Wednesday) The Secretary-General's Special Adviser on Africa, Ibrahim Gambari, told the Security Council that the outlook for peace in Angola is bright. James Donahower reports from the United Nations.
TEXT: Briefing the Security Council, Mr. Gambari reported the details of a new, fifteen-point peace plan established by the Angolan government which includes the cessation of hostilities, a renewed commitment to the Lusaka Protocol, and a "massive" program of humanitarian assistance.
He says that the recent death of rebel leader Jonas Savimbi has played a key role in the resurgent peace process.

He particularly was the principle obstacle to peace. The removal of Dr. Savimbi creates a new and changed circumstance to put the peace process forward.

Mr. Gambari said he hoped this unique opportunity will be "seized positively" by the Angolan government.
He also said that, in order to assess the situation on the ground, he would soon be returning to Angola where, he says, a "difficult humanitarian situation" still prevails. (Signed)
