Bush laid down tough terms Friday for handing out aid to the world's poor
nations. Speaking at a U-N conference on development in Mexico, Mr. Bush said
they need to root out corruption and waste if they want the benefits of foreign
aid. VOA's Scott Stearns is traveling with the president. He tells NewsNow's
Pat Bodnar that Mr. Bush's message contained both incentives and
penalties.
