Research Manager with the American Petroleum Institute -- Edward Porter -- says the decision comes at a time when the United States is entering its second fiscal quarter, which is a traditionally weak quarter anyway. However, he tells News Now's Rebecca Ward the move could eventually lead to a tightening in energy sector.
