INTRO: President Bush says Americans should volunteer more of their time at home and abroad to help spread compassion. VOA's Scott Stearns has the story.

TEXT: President Bush wants Congress to expand two government programs for volunteers in the United States, again calling on Americans to give up two years or four-thousand hours over the course of their lifetime, to help others.

Americans have always believed in an ethic of service. Americans serve others because their conscience demands it, because their faith teaches it, because they are grateful to their country, and because service brings rewards much deeper than material success.

While Mr. Bush says government does not create this idealism, he says it can do a better job of supporting and encouraging it by expanding volunteer programs.

Whatever your talent, whatever your background, each of you can do something. America needs retired doctors and nurses who can be mobilized in emergencies; volunteers to help police and fire departments; and transportation and utility workers trained to spot danger.

In his weekly radio address, Mr. Bush repeated his promise to double the size of the Peace Corps which will expand education and development programs in the Islamic world. The president says he will fight resentment and hatred with hope and progress.
