Former Peruvian President Alberto Fujimori has dismissed as groundless a second international order for his arrest issued by Peru.
Peru's Supreme Court issued the arrest warrant on Thursday, accusing him of paying his former spy chief, Vladimiro Montesinos, $15 million to leave his post without a fight.
The disgraced ex-president said Friday he is not a fugitive, and is not hiding from anybody.
Mr. Fujimori fled to his parents' native country, Japan, in November 2000, after his top aide, Montesinos, triggered a huge corruption scandal. He resigned by fax from Tokyo, but the Peruvian congress refused to accept this and later booted him out of the job.
Mr. Fujimori was granted Japanese citizenship after his arrival, and Japan does not extradite its nationals.
In September, Peru issued a call for his arrest on charges of kidnapping and murdering political opponents.
Amnesty International has urged Japan not to shy away from what Amnesty calls its "obligation" to cooperate in bringing the former president to justice.
