The government made the announcement Friday. The jobless rate is down from January's record high 5.5 percent.

Japanese Prime Minister Junichiro Koizumi has promised to carry out economic reforms, but the process has been slow. Earlier this week, Japan unveiled a new plan to fight falling prices and stimulate consumer demand in an effort to pull the world's second largest economy out of recession.
