Ukraine has agreed to pay at least 10,000 dollars each to the families of airplane passengers and crew members killed when a Russian airliner was shot down by a Ukrainian missile in October.

News reports say the compensation will be paid without regard to the nationalities of the victims.

The aircraft, a Siber Airline's Tupolev-154, was en route from Tel Aviv, to Novosibirsk in western Siberia when it was hit and crashed into the Black Sea. All 78 people on board were killed.

After repeated denials, Ukraine finally acknowledged that the plane had been hit by a ground-to-air missile fired during air defense exercises.
