Bolivia Declares State of Emergency After Floods Kill 52

Bolivian President Jorge Quiroga has declared a state of emergency in the capital, La Paz, after flash floods there killed at least 52 people. The death toll is expected to rise.
At least 100 others are also reported missing following the sudden deluge of heavy rain and hail Tuesday. Many residents were left without shelter, electricity or telephone service.
The downpour caused water to rush through the streets, and triggered a rush of mud and rocks down surrounding hills. Heavy hail blocked storm drains and slowed rescue operations.
Officials also say water currents dragged away people, flooded buildings and washed away sidewalk markets. Authorities say the flood waters pushed cars into each other, creating a pileup of more than 50 vehicles on one street.
Some drivers drowned after becoming trapped inside their vehicles. City officials say the disaster caused an estimated $10 million in damage.
