British Foreign Secretary Jack Straw has outlined his support - in principle - for a written constitution for Europe.
In a broadcast interview Thursday, Mr. Straw said he wants a simplification of the EU's legal framework. If that equals a constitution, he said, "so be it."
Britain has traditionally given a cool reception to the idea of an EU constitution.
Mr. Straw will deliver a keynote speech to the European Union later Thursday in The Hague, Netherlands. He is expected to call for the EU presidency to be held for a two year term rather than the current six months, for the sake of continuity.
