Former Cambodian PM Urges to Reopen Talks for a Khmer Rouge Tribunal

Former Cambodian prime minister Pen Sovan has written to U.N. Secretary General Kofi Annan urging him to reopen talks for a Khmer Rouge tribunal.
In the letter, dated Wednesday, Pen Sovan strongly urged Mr. Annan to use his position and influence to force the Cambodian government to respect the will of the Cambodian people and bring former Khmer Rouge leaders to justice.
The U.N. withdrew its support for a Khmer Rouge trial last Friday, arguing that the type of trial sought by the Cambodian government would be fundamentally flawed.
