President Bush is asking Congress to support his $6 billion budget proposal to defend the nation against bioterror attacks.
Speaking at the University of Pittsburgh Medical Center, Mr. Bush said the country needs better testing, better vaccines and better drugs if America is going to be as safe as it can be.
He says he also wants to make sure communication between counties and states is upgraded so information can be shared in emergencies.
Mr. Bush is proposing a major increase in spending under the 2003 budget proposal. Before the September 11 attacks, the government was spending less than $1.5 billion each year to protect against bioterrorism.
President Bush also took the opportunity to again remind Americans that the war on terrorism will reap long-term benefits by making the world safe for future generations.
Mr. Bush said America is unified, focused and deliberate and he has "no doubt" that the United States will prevail in the war against terror.
