Bush Sends Budget to Congress

President Bush sends his fiscay year 2003 budget proposal to Congress Monday.

The proposal calls for more than $2-trillion dollars in government spending and a large increase in funds for fighting terrorism and to boost homeland defense.

Mr. Bush's budget priorities reflect the change in the United States since the September 11th terrorist attacks. His budget director, Mitch Daniels, says increases in funding for fighting the war on terrorism and domestic security are not negotiable.

Appearing on "Fox News Sunday," Mr. Daniels said those war-time increases mean there will be less money for job training, road building, and other programs.

The White House expects Congress to give Mr. Bush most of the money he wants for the military. But strong debate is expected over whether it is better to cut taxes or limit funding for domestic programs.
