INTRO: Israeli troops are still on the move in Palestinian areas, despite President Bush's call for a withdrawal. V-O-A's Paula Wolfson reports White House officials say they understand it may take a little time, but they want to see Israeli action as soon as possible.

TEXT: White House spokesman Ari Fleischer says major events don't necessarily happen overnight. But he says the president wants to see results.

Mr. Fleischer spoke carefully, and did not directly criticize the Israelis. At the same time, he underscored U-S frustration with the actions of both parties to the bloody Middle East conflict.

He said Israel must digest what it heard from the administration, but must ultimately heed the president's call for a withdrawal. He also made clear the administration is keeping pressure on Yasser Arafat. Mr. Fleischer said Mideast envoy Anthony Zinni met with the Palestinian leader Friday and said the Palestinians must match words with deeds and meet their obligations.

The White House spokesman added there are no plans for Secretary of State Colin Powell to consult with Yasser Arafat when he goes to the region next week. Mr. Fleischer said only that Secretary Powell will meet with those who have played a constructive role in the search for peace. (signed)
