Madagascar Court Declares Ravalomanana Winner In Disputed Presidential Election

Madagascar's High Constitutional Court has declared opposition candidate Marc Ravalomanana the winner of last December's disputed presidential election.

 The court, which conducted a recount of the ballots, said Mr. Ravalomanana won 51 percent of the vote, and that incumbent president Didier Ratsiraka received 36 percent.

 Mr. Ratsiraka said Sunday he would not accept the results of a recount, calling the High Constitutional Court biased and "illegal." Mr. Ratsiraka's statements Sunday followed threats by his supporters that they too will reject the results of a recount.

 The incumbent president has demanded a referendum to decide who is the island nation's legitimate leader.

 Madagascar has been in turmoil since Mr. Ravalomanana, mayor of the capital, Antananarivo, declared himself president in February. He alleged the election had been rigged and refused a court-ordered run-off vote, insisting he was the winner.

 In Senegal last week, the two political opponents agreed to settle their election dispute with a recount.

 Both men claimed the presidency after December's close election and have set up rival governments. At least 32 people have been killed in violence related to the dispute.
