The Prime Minister of Montenegro has resigned amid a government crisis over an agreement to reshape Yugoslavia into a loose union called Serbia and Montenegro.

Filip Vujanovic submitted his resignation Friday to Montenegrin President Milo Djukanovic.

Last week, four of Montenegro's pro-independence cabinet members resigned from the coalition government to protest the agreement, which had been negotiated with the help of the European Union.

Yugoslav President Vojislav Kostunica and Mr. Djukanovic signed the accord last month which radically restructures Yugoslavia under a new name - Serbia and Montenegro. Both republics would have greater autonomy, but not full independence.

Parliaments in both Serbia and Montenegro have endorsed the agreement, which allows the republics to vote on full independence in three years.
