The White House says President Bush supports a probe into what happened in the Palestinian refugee camp at Jenin, as Israel faces growing international scrutiny of its military operation there.

The U.N. Security Council began considering a resolution late Thursday directing U.N. Secretary-General Kofi Annan to investigate the situation at Jenin, after Arab U.N. delegates demanded an inquiry. White House spokesman Ari Fleischer says the president supports an investigation, but did not say who should conduct it.

A United Nations envoy who visited the Jenin refugee camp Thursday describes conditions there as "horrific beyond belief." Terje Roed-Larsen said the camp smells of death and looks like it was hit by an earthquake.

He said 300 buildings were destroyed and 2,000 people have been left homeless. Mr. Larsen was harshly critical of Israel, calling its decision to deny search and rescue teams unrestricted access to the camp "morally repugnant."
