Report Criticizes FBI for Failing to Stop Spy Hanssen Sooner

A new report on
security at the FBI says convicted U.S. spy Robert Hanssen told investigators
that he was able to spy for Russia for so long because the FBI failed to
investigate his finances.
A special
commission, led by former FBI and CIA Director William Webster, released its
107 page report Thursday.
Hanssen, a
veteran FBI agent, pled guilty last year to spying for Russia for 22 years,
starting in 1979. He faces sentencing next month.
The one-time
agent said the only thing that could have uncovered his spying was a complete
investigation of his financial position and deposits to banks. Russia paid him
large sums of cash for information.
The Webster
report agreed, saying Hanssen paid cash to build an addition onto his house and
that a probe of his finances could have uncovered his spying much
earlier.
The report also
says Russia itself tipped off the FBI in 1993 that a "disaffected agent" was
trying to sell secrets to Moscow. The report said there was not enough
information at the time to identify Hanssen.
The complaint
about Hanssen came from a Russian officer who was apparently unaware of
Hanssen's ongoing spying activities for Russia.
The Webster
report recommends tighter security at the FBI, including more lie detector
tests and stricter access to secret information.
